Do you build new units?

I rarely build any new units for the CP, maybe a sub or two if I want to try my hand at interdicting the seas.
I might build transports for the Brits if I lose one and I build the Brits 2-3 artillery but that's about it.
I never build new units for Russia, Austria, France and Italy.
Does anyone else build many new units?

It depends how the war is going. If I have something to spare that I do not need on refits, I will build an additional HQ and infantry for the CP. Refits though have priority.....

I have only played against the AI, but I built a new German corps (not rebuilding one of my "at start" units or a reinforcement unit that had been destroyed) once.  It was 24 strength points but it had "D" quality--ouch.  Basically it was only useful if you moved it to a country that was just about to surrender and was in need of garrison units. 
 
So given that you can completely rebuild a nearly destroyed unit in one shot as long as you have the arms refits, the rebuilt unit is probably already up at the front line so you don't have to spend strategic movement points or use amphibious movement to get from the entry city to where the fighting is and if you rebuild an existing corps that is ingame you don't have to wait 2-3 turns for the corps to arrive at a reinforcement city, then I would say assigning replacements to the stuff you already have should be priority #1.

Reinforcing existing units is usually the best option, the exception being when you need another unit to cover an extended line.

As for quality, reinforcing depleted units does mean a quality drop eventually.  For example, a 24 strength corps will drop a quality once it has taken on 48 reinforcements.

So, a new ā€œCā€ grade corps could theoretically have better stats than an ā€œAā€ corps that has been abused a few times over?

There is a lot more cleverness to the design of this game than the manual lets on.[;)]

This is a good example, I think.

In the refit window it would be nice to track down how far a unit is from being downgraded.
I would also enjoy a "Bring to full strenght" button. Not really critical, but good to spare a few mouse clicks... [:)]
