XML and Inflation

I lost an old xml file during a computer change and have forgotten how to turn off inflation through that file. Does anyone know how to do this?
Your help would be appreciated!

Searching on inflation I found the following:
<!-- Increase this to increase how much team's finances grow with inflation, decrease to throttle it back -->
<INFLATION mult=".90"/>
Not sure but set this to 0?
You may have to make further changes to the yearly inflation ranges above
