This is probably a stupid question, but is there a way to transfer or otherwise provide a HQ refit to a minor?

I'm specifically thinking of the Bulgarians who actually have a pretty good little army, but only two HQ refits and no economy to build another. So after two offensives, they've shot their bolt (unless you pair them with an ottoman HQ, but that's another issue).

Is there a way to give their HQ additional refits? Can I built a refit as Germany and send it over or something?

nope.  they will get additional refits randomly and rarely so you need to check their strategic page each turn just in case.
 
Of course the natinality of the HQ that has the refit is irrelevant - so yuo can send yuor German HQ with it's activation pint to Bulgaria to accomplish the same thing.
