Question about Russian revolution

If the Kerensky Goverment doesnt collapse and no cease fire is in place can u get russia to surrender by "normal" surrender rules or just tough luck?
Manual doesnt seem to say.

Yes, you can drive the Russians to normal surrender if Kerensky remains in power.

As a followup, what are the factors that determine if the Kerensky government survives e.g. if I continue to advance, and they continue to lose moral during the Kerensky period, are they more likely to collapse, or is the outcome purely random?
Reason I ask is right now when they go into revolution I typically go defensive on the grounds that there's no point wasting troops if they're going to go Bolshevik anyway. Only problem is they never seem to go Bolshevik. Would hitting them hard increase the odds?

Yes
or is the outcome purely random?
There's a random factor but its mainly based on morale
Would hitting them hard increase the odds?
