Well..

So I played vs the AI and took down Russia.

Wow!

That certainly ties up a lot of forces put back into the reinforcement pool!

Guess I have to be a lot faster...

I just conquered Russia too, in an east-first game, in 1915. No revolution, they just surrendered outright.
 
One curious thing I noticed is that Germany now has 26 unprocessed raw materials now sitting in it's pool, at the start of the first post-conquest Strategic phase.  Are these war reparations?
