Upgrades

Can anyone tell me how to get new upgrades please?

The manual says that the upgrade allowance is determined by the number of barracks developments you have. So, I built a new barracks upgrade and nothing happened. Then, I figured that perhaps I was already over the limit and needed to build more than one barracks upgrade to "catch up". So I counted the number of upgrades I already have (8) and the number of barracks developments (23) and the first figure is much less than the first. Now I'm just confused.

This is easily the most counter-intuitive and frustrating game I've ever played.

Building barracks or increasing their levels is the best route for upgrades. The total of permitted upgrades relates to the square of the total number of barrack levels and to a lesser extent culture levels. The calculation is the square of the total number of barrack levels divided by 50 plus the square of the total number of culture levels divided by 100.

The military training screen shows your current upgrade limit along with the list of upgrades obtained. If the latter adds up to a lesser number than the limit (excluding fraction) then you will receive a further upgrade at the next quarterly selection (note not each turn). Access to the screen is via a button on the left side of the economic adviser screen.
