Bulgarian HQ pts

I keep transferring points from the Germans to the Bulgarians, but they can't buy HQ pts!
Also, they have NO economy at all.
Is this normal?

The Bulgarians need 9 of their economic points to build an HQ point. Their economy doesn't produce much, around 1 to 2 points per turn. When you transfer a German point to Bulgaria it becomes "3 points" in their currency.

When Serbia falls, the Skopje natural resource hex becomes Bulgarian controlled. Any way to transfer those resources to a country that can use them?
