Nope, when somebody talks about a patch beeing "comprehensive" then it means that this is the only patch that needs to be applied to get the version from v1.0 (release state) to the latest update. No other patches inbetween need to be applied.

get the Bman EOU 4.01 mod (easy if you don't know how to install the HARD, or the HARD if you do
lots of work, and great improvements to game play
the C.C. forum for some reason seemed to of chased most of the modders off of there boards, and they have ended up on this one, and are still doing major work on the game
and to be honest, I am not one who likes to play modded games, but these guys have done a heck of a good (read GREAT) job
some screen shots posted in the AAR section here of one of modded games
(oops, I spelled his name wrong, dang I am bad)

I have to second what Hard Sarge said as I have been pushing the Bman mod too....If the C.C. forum is chasing modders away, it can only be because they are embarassed that a modder made better handiwork of their game than they did....

I do not think it was there doing, but from what I read, the Mod of the forum had a alt or something
it looks like C.C. has gotta the forum back under some control, but most of the modders are still going to the other site

One of the mods over at CC went on a power trip so everyone went over to the scene forums.He even went so far as deleting any references to the scene forums. Good to see that CC has sorted it out.Bman's mod is the best thing to happen to the game. Kudos must go to CC for making the game so modder friendly in the first place.

I already have BMan mod installed. Can I install this patch on top of it or do I have to do a clean install of the game first?

I was told by the guys at
http://ufo-scene.com that it should be okay to install the patch over a BMAN mod install, but I took the path of replacing the modified system.xbg and patch.xbg with the original versions before applying the patch (I'm using the easy install version of BMAN's mod).
I applied the patch, and then updated the BMAN mod to the latest (4.01) version. Everything seems to be working fine.
