Rolls of 1 & 2 repeating themselves for groups of bombs dropped

I gave it some time to see if I was just being unlucky but when I select numerous bombs to drop (usually of the same type) it seems that if the first one's roll comes up as a 2 or 3 in the crosshairs - every single one of the rest will be the exact same roll?
I'm guessing the first bomb rolled a natural '1' and was modified up to either 3 or 2 (often happens to Griffin, Cowboy, Topo). Is this meant to happen? If the first bomb rolls an unmodified '1' then the rest in the stick do too???
If not - something is amiss.
