Is it a bug, or is it a 'feature'?

Those of us who were there in the early years may remember that an early bug that was repaired was one that allowed one to 'bank' sealift. That is to say, units could be embarked, remain embarked, and not consume sealift after the turn when they were embarked. So players could essentially set aside units to make large amphibious assaults on turns the scenario designer hadn't necessarily intended for them to have this ability. Accumulate units from turn to turn and unleash a second D-Day whenever the time was ripe.
Anyway, as I said, it was fixed. At some point, this particular maneuver no longer became possible. All units that were embarked consumed sealift for every turn they were at sea. You could keep units afloat, but they would eat into your available sealift on every turn. If one kept units afloat, pretty soon there was no sealift to embark new ones.
Now the 'fix' is gone; you can once again 'bank' sealift. Was this intentional? If so, what was the rationale?

How - exactly - do you accopmplish this? Are you using 3.2.29.27? This got rid of a cheat path that allowed infinite recycling of sea transport points, and I'd like to know if you think there is still a means to work around it.

Yes I am using 3.2.29.27 -- indeed, it was after installing the patch that I noticed the phenomenon.
In
Seelowe, the Germans get 6900 sealift on S-Day, 3000 sealift on S+1, then 1200 on S+2.
So there I was on S+2.
'Damn! I left those units embarked; they're going to really eat into that 1200 sealift.' Check the situation briefing --
'that's odd, I've got 1200/1200 sealift. Well, maybe if I actually move the units...nope, still 1200/1200 sealift.' The sealift is definitely getting banked -- moreover, although I can't
guarantee this wasn't happening under earlier versions of OPART III, it definitely wasn't happening under ACOW.

This may help, or it may hinder: the 'banking' effect seems to be erratic.
If there's any doubt that it exists, I can send JAMiAM a save. Various special files are needed to actually PLAY the scenario, but the lift effect is clear.
