Transporting food to England

How do I transport food from France to England? I control the North Atlantic, North Sea, and Baltic sea. I have been able to transport food from England to Russia. I thought I was able to transfer food to Russia because I controlled the seas and has transports on sea supply missions, but when I put French transports on sea supply missions England does not come up as an option.
Furthermore, how long to transports stay at sea? I have starvation in England after all of my shipping transports apparently came back to port early. Do you have to send a new batch out every economic phase?

I think the only country that can send food to the UK is the USA.
It is important to get the transports into the North Atlantic early. Try to get 7 there the frst turn. If you can keep 4-5 there per turn you will break even. 7 is the best as it lets you build up a reserve stash pretty fast. Always keep some transports in reserve, I try to build 3-4 more during the game assuming I don't have any sunk. Also if you can send 2 to Alexandria. Then you can get the 2 food from the Eastern Med easier and for a longer period of time per ship. It also give you more flexibility in amphibing in the Estern Med.

You transport food, resources and industrial goods from the resource allocation screen during the the strategic phase.
Sea supply with transports is for increasing the supply capacity of ports in the sea area where the transport is present, it has nothing to do with transporting food or resources.
