Captured Food Bug in 1.2b5?

Still using 1.2b5 because we didn't want to restart our PBEM game
For two turns now, Germany was supposed to have received 1 captured food each turn (it has the "2/1" captured food sources on the nation screen during the strategic phase" However, the food doesn't seem to be arriving. For both turns the food production from German sources has gone fine, but the usual shortfall is coming straight out of the "reserve stockpile" with no apparent ACTUAL production from captured (Russian in this case) food sources. I know the game is counting that this food production is taking place at the source, since one of the 3 captured food sources I have taken so far has now disappeared (that 30% chance to disappear per each turn of production is working I guess).
So are the food sources bugged or is the captured food production somehow being added to the stockpile of pre-existing food before the strategic phase, instead of appearing during actual production?
I am not keeping track of the size of the food stockpile between turns, I am just seeing that the food stockpile is X, German production is 7 units, captured is "2/1", consumption is 10 units, so the deficit is 3 units of food per turn. After all those calculations are made the food stockpile has been "X-3" both turns.
