And BTW what do you need to do to build a navy fast?

You can x-fer supply points between HQ's the same way you x-fer sub-units IIRC.
and I'm guessing that to build a navy fast you need large production centres devoted to building the ships either on the coast, or feeding to HQ's on the coast.

Only cities on the coast will allow naval builds. Your navy is going to depend on how many port cities you have and what size they are. Ships are expensive. But look on the bright side, the computer has the same problem.

Everytime I try to x-fer supply points the program does not allow by not displaying that scroll bar transfer sellector.

Must have trucks in the headquarters to transfer over distance.

And look what SMK wrote. Only HQ´s can send supply.
They can send to naval units outside ports when the HQ has cargoships and they can send to other HQ´s.
when there is a land connection and the HQ has trucks.
