I do not understand the editor at all. How do I make changes to items and then have them available in random generated games?

In particular faster ships, longer ranged aircraft and engineers that can build producing cities?

For 'faster' units, you can do this 1 of 2 ways.  The first is to go to Land, Movement Cost and then set the number lower.  The cost is the cost per hex to enter.  If you set to 10, you can go 10 hexes, if you set to 20, you go 5 hexes.
 
The second way is though an event.  Go into events, add a new event, set to either a round or turn check.  Add a line.  For the line, make an exec.  Choose execmovetypemodifier.  If you select 8, it will change sea cost.  There are actually several air costs so you have to write several lines. 
 
To allow engineers to build, you go to the loctype menu.  Select the location type you want to build.  There is a button IsBuildable.  Set to True.  Then set the appropriate engineering (EP) cost and political point (PP) cost.
 
If you go to settings and then rule vars, there is also a rule you can change that sets the additional cost to enter an enemy hex.  The default is 10.  Units will go faster if this is lowered.

I am not being clear. Do I have to "create a scenario"? I see no way to use the editor except by that method. And in that method I can not do the things you listed. It is all greek to me and the manual is nearly useless.

Load a scenario (or launch a random scen creation), then on the next screen you get an "Edit" button (don't hit "Start"!).
Then you're in the editor, editing the scen, and can do what tweber explained [;)].

Tried it, I can get to the edit screen but there does not appear any way to get to any screen that allows me to change what engineers can build. Nor did I find anyway on that edit screen to change land movement speed. Granted I did not make any events since they are even more complicated then what I was trying to do with almost no explaination on how to do them.

When I mouse over the words it says to click to change, BUT no amount of left or right clicking will make the change. And I never get the lower group on costs.

Hi Twebwer, I have exactly the same problem as twotribe: I selected random scenario, then edit, then location, then city, then statistic but at this point no edit possibility outside boxes and no second group cost, but I suppose this second group only appear if "buildable" is set to "true".
Please can you explain us if we make something wrong?

these are advanced editing options. they are data that comes from a masterfile. if you want to edit it you must disable the masterfile for the scenario your editing.
 
do this by going to settings -> clicking masterfile -> and then press the cancel button. Your scenario will then be mastefile-free and everything will be editable.

And when your done how to you return the scenario to a master file? Or must you make a fresh one? Will this only effect the single random game you want to play?

on the moment you select a masterfile again a lot of settings of the scenario will be overwritten again by the masterfile. check the manual to see what data is , and what data is not overwritten by the masterfile.
 
if you want to play random games with altered rules i would save the default.ptmaster under a different filename like alternate.ptmaster and change stuff in that file and then select that file in the Random Game creation window.

I do not get the bottom portion, I have no means to change PP cost for now buildable structures nor anyway to change the cost the program assigns.

yes it seems some editor screens where not designed for 1024x768 res. try 1280x1024 or wait for next version please. sorry there.

Is there a way to change resolution in game only? Or must I change my desktop?

no AT is a form-based application so it uses your desktop settings.

My poor eyes, at this resolution everything is so small, I guess in a couple days I will get used to it.
