Production question

in manual stand :

Next to each slot you will see a Prd and Lft
value – these indicate the amount that will
be produced each turn (Prd) and the amount
left to produce (Lft).


Production Helsinki:
5 x SMG II
Prd 5.4 lft 0.4

Next Turn 5 x SMG II arrives.But 0.4 ?
Or in 3 turns 6 x SMG II ( 5 + ((3 x 0.4))-> 1.2) )?

Lets Give an example:
 
Turn1:
 
Prd: 5.4
Lft: 0
 
Turn 2:
 
5 infantry delivered
Prd: 5.4
Lft: 0.4
 
Turn 3:
 
5 infantry delivered
Prd: 5.4
Lft: 0.8
 
Turn 4:
 
6 infantry delivered
Prd: 5.4
lft: 0.2

So when the lft portion is over a whole number does that mean delivery problems? In my case I am talking about an all land game no naval to contend with?

I assume in that case since the roads are clear I have a production city assigned to that headquarters to far away?

Yes, production that can't be delivered is stored as lft.  This is actually bad for you since the units are store in the production center and cannot even defend the hex in question.
