For some reason no matter how much I spend on Security my tech keeps getting stolen by the Soviets, I had it as high as 30 and still they keep taking my tech, by the time I get around to the invasion their tanks and infantry are just as powerful as mine or better, and this is only against the AI.

I have the same problem. Battling foreign intelligence in this game is way too costly IMHO.
