Air and the AI

The AI seems to lack the ability to move air units out of harms way when opponents land units approach. I wonder if this is a part of the senario setup or a weakness in the AI itself?
Can it can be corrected with an event such as "transfer (or move)air unit to xx,xx when oppoosing land gets to xx,xx? If so could I get a little guidance on the syntax for such an event.
