Loading troops or passengers onto cargo ships in editor

I'mnot sure if this is a bug, or if I'm simply not doing it correctly.
I'm attempting to place some troops on cargo ships for an invasion. (operation Avalanche). in the scenario editor.
I create an American sea hex. then add a unit to that hex, and add subformation of 10 cargo ships to unit. (give it some supply and experience. This give me a cargo ship unit in the Salerno Bay.
I then take a 36 ID HQ (only has staff subformation=10). Move it to same hex as cargo ship. Then press button to load cargo. I select the HQ unit and press the checkmark to confirm. ANd i get a unhandled exception "Index outside of bounds of array" erro message.
If this is a bug, I can wait until fixed, but if I'm simply not doing this correctly, perhaps someone can tell me what I'm doing wrong?
