Battle Flags in Detailed Combat

In detailed combat, when I turn on both 'Show Group Flags' and 'Show Brigade Flags' only the brigade flags show twice.
In more detail, I have individual brigades with flags (the state in which they were raised). Each higher HQ (division, corps, armies) have different flags. I THINK that when both 'show group' and 'show brigade' flags are turned on, the each brigade should show its individual brigade flag AND whatever higher HQ it is assigned to flag (ie. division flag if assigned to a division, corp flag if assigned directly to corps, etc.). Instead, the brigade flag is just shown twice and no other flag is shown.
Am I doing something wrong? Is it not supposed to be this way?
BTW: I am using the 1.10.9 beta patch.
