Well - yes it does. But it isn't an error. It is a way to automatically expand P-51D production - and also it is because of a peculiar practice of USMC - starting fighter pilots on observation planes in their squadrons - then upgrading to fighters (although I don't think they ever used P-51s - the correct upgrade is in the squadron). Anyway - players are not supposed to do anything they thing is unrealistic - it is the basic RHS house rule. This permits production to switch - which we cannot easily program.
