normaly reaction is guaranteed for armies that join the attack from the attacker’s army’s hex, unfortunatly I have notice that it's not guaranteed at all. that happend for both tactical and automatic battle.
During battle many time the AI is able to move routed army.
By the way I'm steel waiting to know how to oblige piemont to surender.

Armies set to attack stance join from the attacker hex. Armies in other stances do not join.
Piemont will surrender if you take many towns on the west side of the map - higher scoring towns are worth more. Take Torino with surrounding towns and they will likely surrender within a few turns.

file send.

it's not historical. Piemont surrender far before Bonaparte was close to torino. It's look like impossible in the first scenario.
It would be perhaps if defeated armys was oblige to retreat more than one hex, but it's not the case.

I have noticed this happening in my games as well especially if Bonaparte is in the stack. In fact i have never been able to get Him to aid in an attack and when I use Him to attack no other forces in the stack will move in with him

I like when games are a bit unpredictable but here I think it's too much of a basically good thing.
I'm in the middle of a battle right now. I had 5 or 6 armies in one hex and less then half of them
were in place for the setup. Many soldiers have arrived after 3-4 turns but I don't think all of them.
Marching to the sound of the guns is one thing. Even late comers(within reason)from the same hex
when attacking I can buy but less then half of your men in place when defending? It's too erratic for my taste.
One thought; a couple of my defending armies came in place the turn before the attack while the rest had been
in that hex for a couple of turns. Could it be that if they arrived one turn and get attacked on the very next
turn there is a higher risk that soldiers and guns don't show up?

Piemont
The piemontese army was basically disintegrating at the time of the surrender. Achieve that and you can easily march on Torino.
Troop participation in battles
Readiness and cohesion are crucial. Have a high cohesion and readiness and you will have more troops. Stance also matters a LOT.
