Penalty for moving into an enemy hex

In both AT and PT1 there is a penalty of 10MP for moving inside and enemy controlled hex.
In PT1 this penalty was only for the first unit to move into such hex. Then, having changed the hex control, next units entering the hex do not suffer the penalty any more.
In AT this does not seem to happen.
Does the penalty exists for the whole turn?
