suggestion: Artillery do anti-supply at coastal hexes

if artillery is treated as coastal batteries in ports perhaps they could do antisupply at closerange seahexes to lock down straits and so on. But I don't know how the computer calculates sealanes, perhaps is this making artillery very unbalanced
