How do you give orders to units with the game paused?

you can issue orders in the deployment phase of the game, if the designer allows it.

Other wise once the Battle has begun you issue order only while play is in progress.

F3 = Pause

this is a real time tactical game and you are required to perform in the heat of battle.

Orders are issued in real time as the battle unfolds.

That's what I feared.
