Rule Book Question

The pdf file with the rule book has me wondering "Is there some secret code to the cross references, vis a vis page numbers?"
I want to know how industrialization effects the game and on page 55 I see this...
Investment
You can spend Money in order to increase your production through Industrialization (see p. 43). This is done separately for each State where you control at least one Strategic City.
But, page 43 is about rail movement, sea movement and amphibious landing.
In a paragraph on page 55 about blokade and raiding commerce a paragraph states...
The first one, referred to as “Brown Water Blockade” represents tactical blockading of * harbors. Assigning enough warships to blockade a specific port will result in a 50% loss of production for the blockaded port. In addition, enemy units are severely limited in their ability
to enter or leave such a port (see p. 29).
But, page 29 is about Corps organization.
What gives?
