cost of naval recall mission?

Wasn't it supposed to be changed to 0 (zero) a couple of versions ago? I just noticed I was paying 1 naval when I recalled a ship - using beta 9

I just recalled some ships and wasn't charged. What were the circumstances?

A damaged Austrian dreadnought still on patrol on the 2nd or 3rd turn - I recalled it and the last Austrian naval point disappeared

It disappeared on the orders screen? Not later?

IRC it went from 1 to 0 on the orders screen yes.
