Port Moresby

It's february of 42. Stock game full campaign against Japanese AI.
I have a wirraway squadron at Port Moresby base. Both base and squadron assigned to OZ HQ. From time to time i have reinforcment planes appearing in Sydney. Why are they appear there and not in the parent unit? Is it because base counts as "isolated" and if it's so - where can i see that?
And another thing: i trying to hold Mandalay. I have two B17 BGs in India 25 planes each. What should i bomb first to reduce supplies of japanese forces at Mandalay? Rangoon and other resourse centers in burma or bomb the ground units?

a. Aircraft reinforcements don't show up at your base unless you have 20000 supply there, or are within easy transfer range of base that does have that amount of supply - otherwise, it would form at the HQ (if there are enough supplies there) and then you have to transfer it back to the parent.
b. Easiest SHORT TERM solution is to bomb Rangoon's airfield - damaging the airfield uses up supplies, and each air base SUPPLY hit destroys 1% of TOTAL supply. You get no supply hits bombing troops, and it is relatively difficult to get your bombers to fly to bomb LCUs.
Of course, if you are playing AI on very hard, it is immune the the effects of nonsupply...
EDITED to add the word "SUPPLY" after airbase.

Well - it depends on how much supply is there... if you bomb an airfield with 20,000 supply, a hit on the air base SUPPLY (not runway) will mean 200 supply destroyed. If you bomb an airfield with 200 supply, an airbase SUPPLY hit will net you 2 tons destroyed - and both will consume supplies in repairing the base. Of course if Pagan has NO supply - it will just cost the price of repair (and "civilians" repair about 1% damage even without supplies present.)
So - it depends on how much supply is located at the respective targets as to what result you will get.

And, hitting the airfield has other advantages.
1. Should destroy/damage planes there.
2. Potentially cause fewer planes to fly out of that bases.

Damaging the airbase certainly does reduce supply, if only indirectly: any engineers in the hex will work to repair the damage to the airfield. This repair activity not only burns supply, it also means that the now-occupied engineers will not be working on other projects in the hex (enlarging airfield, port, or fortifications).
