In fact the designer of both Downtown and WoV collaborated to some extent on each other's games.
Gary "Mo" Morgan of WoV fame gave scenario advice and Lee Brimcombe-Wood of Downtown fame donated graphics such as those used for SAM's.
The two designs though, despite being same scale are world's apart. Downtown focuses immensely on the human element, the psychological minutae of pilot behavior on missions. WoV seeks to teach pure operation and strategy and as such has been used in the Air Force training school.
I'm a big fan of Downtown's approach but don't have the table space to get a game of my mint copy going.

there are solo rules for "Downtown" and (iirc) the vassal module for Downtown can be played solo
