Pitch Count Changing

Anybody ever notice this? I think it's when there is a steal or steal attempt. As an example, I just saw the pitcher throw on the 2-2 count. The runner tried to steal and was thrown out. The next pitch was the 1-2 count. Shouldn't it have at least gone to a 3-2 count or a strikeout for the batter?

I have noticed it but did not think much about it. I do not believe the batter has ever struck out after an SB attempt though, they have always hit the ball.
One other oddity I have noticed surrounds hit and runs: if the batter strikes out, it is always a strike 'em out, throw 'em out. The batter never steals second. Granted it is a small sample, but it still sticks in my mind.
I have always taken it as a minor quirk.

I have to agree with GNDN on both points. Since I manage a Cubs team that does not currently have a lot of speed, I try to hit and run more with my better contact hitters. I have yet to have the batter strike out and the runner safe at second.
I just take it that since I do have a slower team, that it is just a fact of life. Even with that said, my faster players (Soriano) still get thrown out.

Please please please fix this. I keep getting screwed by it. A 1-2 count goes to a 3-1 count and a batter gets walked to a now open 1st base. I've never seen this work in my favor.
