I was told by Herman that in an older version of HC it meant simply to skip the briefing display (ie. you already know what the scenario is about).

Apparently it is supposed to skip the step where you're given the choice of scenario and throw you right into the mix. It seems non-functional at the moment.

Who would want to miss the briefing or, if they did, thought it such a pain to click an extra time or two at the beginning?

What is this, a shooter? [:D]

In previous HC versions Instant Action would bring you right into GIUK 1.0 as Blue (the original tutorial scenario).  That was disabled some time after HC97 was released.
 
I've crafted up a slightly spiffier version of Instant Action.  It will (as of build 2007.033) randomly select a scenario from the pre-EC2000 battlesets and set the player randomly to Red or Blue side.  I would have gone into EC2003 as well but most of those scenarios are meant to be played by a certain side, and of course use a database that the player may have replaced so it would be a real crapshoot whether those scenarios would load correctly in an instant action configuration so we'll leave them out for now.
