Why remove the initial 2 cossaks russian normally start with in 1805 scenerio in EIA ?

While at it though not russian related, why allow some powers to add inf to Guard corps ?

Yes, it was done to reflect the EiH 3.0 OOB, which four plus years ago was what the game was built around.
