I've been playing solo and don't seem to get any option (even though 3rd party is selected)

Does this only become an option with Human v Human major powers?

If you select the actual combat area, that is the land area, the option will come up for you.
Pressing the "advance to next battle button" on the lower left hand side of your screen only brings up the in game combat system
