Player Controlled RR infrastructure in RHS Level 7

There is a new pwhex file in Level 7: RAILROADpwhex7.dat
A similar file could exist in Levels 5 and 6 if anyone wants them: I have recorded the changes.
IF you rename this file pwhex.dat AND put it in the top level WITP folder
you will get:
a) The Bengal & Assam RR upgraded
b) The Burma - Siam RR built
c) The Whitehorse & Yukon RR upgraded
d) A rail line on New Caledonia (name unknown)
This should be done on 17 October 1943 in a strictly historical game. That is the date the Burma-Siam line drive the two golden spikes at the meeting point (one by each RR Engineer Regiment commander).
The RR engineers on both sides are missing from the game. So is a good deal of shipping. Mainly due to the need to ship about twice as much resources as the game can consume, the ships can carry supplies for the absent RR building on the reverse runs. So there is no special rule for how you get the rail lines - unless you want one.
The date could be shifted - but 1943 is the year all these lines achieved significant capacity - so it should not shift very much.
As always: power to the players.
Note: Once you put this file in play, do NOT use the PANAMA pwhex file. I assume Japan won't take out Panama City more than 90% after this date. If that ever happens, I can make a Panama variation of the RAILROAD pwhex file in about 90 seconds - and I will.
