Big problem with garrisons

There seems to be a rather large problem with detaching factors into a garrison: Minor free states' factors can't join with their major power factors in a city or on a depot. The manual says that they all have to belong to the same major power, which is a big change by itself. But it doesn't mention that minor free states belonging to that major power ALSO cannot join forces with that major.
This is a disaster. As Russia, one of the first thing she does is fill up some of those border cities and capitals with infantry and militia. No, not "some" of them; ALL of them!
OK, turns out I trashed Prussia and got Moldavia from them. So, naturally, I formed Poland. But, this is in early 1806, so every single city in all of the Polish provinces have Russian factors in them (mostly, 1 each). So, come Sept 1806 when I get my first Polish infantry, I try to put them into garrisons. No dice! There is not a single place I can put them, because I can't combine them with Russia's boys.
This takes away a HUGE reason for having free states in the first place. It's a major change to the game. I can see where it would make the coding simpler, but it's just too large a change to keep in place. This has to be corrected, IMO.

I think this has its reasons, if the game allowed you to mix garrison factors it could be misused to uppgrade minor powers 2.0 morale troops to for example French or British high morale Inf, isnt there an option to remove/destroy a garrison if you need/want? Havent got the game available right at this moment so cant test it myself. BTW where is the polish corps?
EiA is not a massive game in terms of counters wich is good, it makes it one of the most playable mega game in existance, but it does take a fair bit of planning/managing to buy corps and to be able to place depots etc in the right time and location to for example be place replacement steps where you want them, id say its strategic planning not a game flaw.

I have no problem mixing garrisons, though you have to make seperate, not join the russian. "put into garrison", instead of "add to force".

If the capacity is there, you should be able to add a FS minor garrison to a city that already has a controlling major power garrison. As mentioned, they will show up as two distinct units in the city.

I have had no problem doing this with Great Britain and my Ottoman Empire. I can detach garrisons from both into the same city. I even have a couple cities with three different garrisons... now you still can't go over the max garrison for the city and that means totaling ALL the garrisons. That can throw me off sometimes when I've got Inf/Mil from GB, a few OE units, and a Naples unit in the same city.. have to look at each one to find the total garrison size. I do wish there was a value showing the current garrison size when you click on a province.
So be aware that perhaps you've maxed out the garrison with your Russian troops and there's no more room for the Polish troops. If the city can have a garrison of 15 and you've put 15 Russians in it... you can't turn around and put any Polish troops in without first removing some Russians. (I had this problem with Naples and Holland... I needed to remove some of my GB troops before I could place anyone else in their cities.)

I usually take a corp and run around picking up my old garrisons so they can be used in the major power army as reinforcements and leave the guard duties inside a minor to the minor once they can take over.

One problem I have noticed with Garrisons is that you can't switchout the troops if both the fort and the unit are full. For Example:
You have 14m in a GB unit and the city has 25i of GB regulars. The system will not let you put the regulars in the unit and replace them in the fort with militia. The reason of course is that for at least a few seconds one unit or the other has to exceed it maximum size.
This needs to be handled in a patch one of these days...

put 13m in the unit, switch and THEN add the extra militia from the pool to the garrison. or just place the empty empty counter down and load it up.

Yea I ran into the same problem a few times... luckily as GB I usually had some spare money so I'd waste it by building a temporary depot... transfer some of the units from either the corps or the garrison to the depot to make room... then finish you swap... and remove the depot when done if you don't need it.
