When playing a league for multiple yrs, can you add teams or subtract teams each yr or do you have to keep the same number? Also can you change rules yr to yr?

Yep you can add and subtract teams you can also edit the league rules at the end of each season.

I can't remember if it's before or after you click on New Season

Im almost positive its after the championship, before you hit new season

Anytime the 'Start New Season' button is visible on the main leagues page, you can add/remove teams and edit the league rules. When the new season button is clicked the schedule is generated so the game needs to know what teams are in the league at that point.
