Where are the action cards??

I have played most of the WWII scenarios and have yet to see an action card. Where are they?[&:]

There are action cards present in 1939 scenario and the Diplomacy scenario. Also in the Great War scenario on the scenariobank. Basicly they are only used in HUMAN ONLY scenarios.

Decision Room -> Hand Cards
If cards are available it looks like on the screen (europe 1939 German turn 1)
