Unpassable hexes?

Is there a way to make a hex which cannot be entered? For example, I have an irregular map type but I don't want water to surround it. I want to just "blackout" some of the edges so no unit can enter or pass through it. I seen the black plains terrain and right now thats how I have it but units can pass through it like it is normal plains.

I would guess that you need to define a "Land" or terrain type which has a move cost of 9999 for all move types. Then link it to the blacked out landscape sprite.

I have done the same thing and the easiest way I found was to marke all the unpassable hexes areound the edge of my board twith teh balck hex symbol. Then creat a regime that is calle "Unpassable" and set all the black hexes to this regime. Then set the regime to "Sleep" and "Diplomatic Block" so no one can enter or attack. Worrks grat as now on the start map teh unpassable hexes appear black and unuseable.
