Ship movement/combat bug(s)

But in ship movement:

Playing as France, at war with Spain only. Spanish fleet is in the sea zone just outside of Lisbon. I go there, and he intercepts. We tie, indicating he lost. However, I have been declared the aggressor (probably because I am the phasing player).

Now, the problem is that it correctly ascertains which is the aggressor and which is the defender if either side wins by a margin greater than zero. It's only when we tie that it gets it wrong.

Second but (possibly related):

After the same sea battle, when I win, he goes to port (seems random whether it's Lisbon or Oporto, but both are legal). I follow him in, and blockade him with the phasing stack. Then, I stop, but I continue moving with one fleet (to go back to port and pick up a corps, because both Lisbon and Oporto are empty of factors). I've got plenty of movement, but a strange thing happens. The fleet can go one space North (along the Port. and Spanish coast, where they meet). However, if I try to go to the sea zone that borders the North side of Spain, the game instead moves the corps back to the sea zone outside of Lisbon (i.e. South one zone). If I instead try to trick it into going there by a different routh, taking it to that second sea zone North of Spain (the one south of the one that touches Brest), that works. However, it won't go into port (La Rochelle, I believe) without going south one sea zone. But, once it tries to go south, it winds up back in front of Portugal (and, out of movement).

It was reproducible, but I didn't think to save the game. Sorry.
