Accept minor countries

Hi
Is there any penalty when you have accept minor country cheked and you fail the attemp to control it?

There wasn't in the Board game so I think not.

So i don't understand all the check boxs for all the minors. If controlling them don't have downsides, every player would have all the check box marked right? Is there any case when controlling the minor is not interesting?

The only reason I can think of is that you want your ally to get the country instead.  Of course, you can still roll and give the minor to your ally.
 
Generally everyone rolls for minors.

Well if you win control that could have a downside is why. See initially you asked if you roll and loose does that hurt you and the answer is no. If you win you get +1 or +2 Political points which is nice. When you loose it to the state that Declared War you loose 1 or 2 Political points. If the Minor has Corps and you Corps them up and you get defeated with Corps you loose Political Points. So why you may not check everything is because you may not want to be yoyo-ing you PSA for Minors that your not interested in controlling at all. In adition you may loose 2 Political points while only gaining 1 (net minus 1) if you defend and corp up a country with Corp and loose it and a battle with corps before it.

I take a strategy of only accepting control of Minors I would want to conquer myself. I may declare war on whoever declared on the minor if I want it bad enough and I think I could take them [:)]

No penalty.

The only direct penalty is that you could wind up losing a battle with either corps or fleets, thus losing a political point (or more).
 
An indirect penalty exists as well, but it only applies if you are playing with economic manipulation AND you are currently employing it. If so, and the ownership of the country occurs over an economic month, AND you are at the very top of an area on the PST, then you could wind up wasting your manipulation. It's a stretch, though, to count that as a true "cost", since all of the factors are known before you make the choice.
