stolen occupation

Another weird one.

Situation: both Prussia and France at war with Austria, though not allies.

Luxemburg and Liege are Austrian possessions. Prussian corps takes Luxemburg, leaves garrison for occupation, and moves on to Liege. The attached file is of the Prussian land combat phase. After the Prussian assault on Liege, France has its land phase. That's where the trouble starts.

What appears to happen is that a French corps moves through Luxemburg, on its way dropping a garrison on top of the Prussian one. At the end of the phase, Luxemburg instantly becomes French, superceding the Prussian occupation, and even though the French garrison has only been there for two seconds.

I believe that is legitimate. The game seems to choose randomly which conquering power "wins" when two or more powers are in the same country for the same number of turns.
 
Note that it's NOT the same TIME. It's the same whole number of turns.
 
Also, I'm presuming that the conquest does not occur at the end of the same land phase, but rather at the end of the land phase FOLLOWING that one. A country cannot be conquered in less than one full turn (which means two full land phases).
 
By the way, this last one can really hurt, if one is not watching (but only when at war with a minor and not the controlling major). If the power owning the nation forages and all of the troops die off, then when I am running my land phase, it appears that I've already conquered it last turn. However, it was not open at the beginning of the current land phase. So, when I leave with my corps (leaving a garrison behind), the war against that minor lapses, unless I am also at war with the major power. It's tricky, because you have to remember which ones were clear at the end of the previous turn.

It is an AI bug (as most of these bugs are). Although I did run a human v human test game on this end to duplicate your findings and it looks like the program has an internal tug-o-war going on. On one hand it carries the “first come first served” so that eventually that major power (first in) will take control of the minor country in question. However, on the other hand it temporarily recognizes, and gives control of the city to, the last one in until the control of the minor is transferred.

That did not happen in the Human v AI game that you supplied, AI France was last in and did indeed steal Luxemburg at the midnight hour form Prussia.
