Sonar Modifiers

How do sonar modifiers work? Also, what does the base source level mean for both subs and surface ships?

Sonar Modifiers I'll have to leave to the programmer.
Base Source Level in simple terms is the amount of noise a ship or sub makes as it plows through the water. Think of it in terms of cavitation from the screws. The larger the ship, the larger the screws and the more noise it makes.
This gives you the baseline on how likely you are to detect a ship via sonar. Remember that there are other factors that affect detectability, such as speed, silencing, etc.

The sonar modifiers do absolutely nothing [8D], BSL is as Akula states, not to mention being a FOM (Figure Of Merit) value.

I'm not sure, here, what you intend with "sonar modifiers". [&:] Do you mean something that should be in the rules/happens in real world but HCCE doesn't implement, or that the sentence "sonar modifiers" does mean nothing in this context?
BTW (I'm too lazy to read the manual just now) are factors like the termocline, distance from the noise source to the listening platform, and performances of different passive sonar models (other than ranges) modelled in HCCE?

There are fields in the Platform Editor for 'sonar modifiers' and for 'BSL'. The BSL values will affect the acoustic signature of the ship or submarine, while the sonar modifiers (for submarines only) have no effect.
