What the best way to know when players in the minors is ready to be call up to the majors?

You guys based it on stats or ratings?

Also having a hard time knowing when to promote and demoting players thru the different minor league level.

You know when a players ready for the majors when he is at the end of his first contract, still playing in the minors, and he wants a $100,000 raise (1910 pay scale)!!!!!!! [:D]
