Pilot Training and Pilot Pools

I can't remember the answer to this, however, it states in the manual that the training level of an "untrained" pilot is about 1/2 the value of a corresponding "trained" pilot. Does that mean if US Navy pilots in RHSCVO start out with 45 experience then an untrained Navy pilot pulled from outside this pool would have around 22-23 experience?

EDIT: For some reason I had thought that all "untrained" pilots started out at the same level of experience across the board, something like 30-35.

The untrained pilots are 1/2 +9 experience.
