First,my english is not the best,its not my first language,i hope you understand me

My units dont shot back when they are attacked,but they have ammuniton.
Is there an on/off switch in the settings ? i cant find it.

If you are attacked in an opposing player's turn then your units should fire. Worst case, they may suffer a penalty if they are unsupplied.

A more detailed description or a screen catpure (image) might help if we are to understand your situation better.
