Possible supply bug.

After keeping 4 British corps blockaded in Gibraltar (a two for foraging purpose) for seven months (including 3 winter months) I attacked. GB had over 40 men left!!! Die should have died of like flies in the winter!
Can it be that the AI is cheating and ignoring the blockade or is it a supply bug for the AI? Or what is I missing? Or is it possible for GB to get reinforcments in Gibraltar when blockaded?

Gibraltar is a supply source.  They can build a depot right in it.  Blockading the port is only effective if you're besieging the city.
