ceded provinces access/supply bug?

Complicated situation, but looks like a bug to me:

Russia and Austria are at war with France. Russia has forced access to Austria from earlier war. France surrenders to Austria, Austria receives provinces. Russian troops enter those provinces, per access rules. No problem so far.

Next turn, Russian corps tries to create depot in ceded territory. No go. "Not part of a valid supply chain".

Now, I know I can create depots in Austrian territory, because I've done that in this game. And of course I could create a depot there if it were still French territory, because we're at war. But the game doesn't want me to put a depot there after it's been ceded to Austria.

I was able to move my troops around and make a supply chain the long way, around the Austrian area; but I shouldn't have to, unless there's something I'm missing.

I've attached the file if you want to take a look. The depot at Zurich is old, so it's not a case of trying to add two links to the chain at once.

Are you saying that you should be able to create a depot as a source in a MP where you have access?

No, not as a source. There's a source depot already in Zurich. This was an attempt to place a depot in Austrian territory in a chain from Zurich. I can trace supply like that through most of Austria's territory--have done so in this game. It just doesn't want to let me do it in these territories just ceded to Austria. Could be because they were added to Austrian territory after forced access was granted by peace treaty? But I don't think it's supposed to matter.
