no combat in third major territory?

I don't know whether this is a rule or a bug.

France and Austria at war. Austrian army moves into British-held minor. (Britain and Austria are allied, and Austria has access; Britain and France are not at war.)

France has access also, as peace condition from earlier British surrender. So... French army moves into British-held minor, same land area. (There's also a British-controlled minor corps there, if that makes any difference.)
Game has no problem with everybody moving in. But--no land combat phase. The game won't let them fight there. They're all just...there.

So is that a rule? Or a bug?

That would be the “white flag” house rule – no jk, it’s a bug. [:)] Happen to have a file for this one?

I neglected to save that one; but I'm attaching a file in which I've set up a similar situation. I made France, Austria and Prussia human players, made Prussia ally with Austria and grant access, both go to war with France, Prussia surrenders and France takes access. I've saved it at a point where France has a corps in a Prussian-held area, and Austria is about to have its land phase. There's a corps with Mack one area away from the French corps. If you move it in, it just stacks right on top, and there is no land combat.
