Huge bug: Building factors in an occupied city.

Austria and France are at war with Prussia. Both Austria and France have factors (one each) inside Berlin. There is also the main Austrian army plus a couple of French corps, 60 factors strong, sitting in the rural area.

Lo and behold, come April, there are 5 PRUSSIAN I and 13 M in the capital. The two factors (1 french and 1 austrian) are gone (I presume captured). Now, I can understand a bug where the militia might be built. But, INFANTRY??? It was April, NOT March. He shouldn't even be able to get infantry until June.

This is NOT an abberation. It happened to me while playing France against Austria. I had the capital occupied, and the next turn it was loaded with Austrians (and my factors were vaporized, apparently). So, I went back to a saved game, and found that even if I totally filled the capital with French troops, they were vaporized and replaced by a bunch of Austrians.
