Leader glitches -- exile, wasteful purchases

Exiling POWs --

You presently can't select peace condition C.6, 'Remove one leader' (for exile that can't be ended except by either

- entering Fiasco Zone, or
- paying S+T political points when not in Fiasco Zone
)

for any commander that's a POW, regardless of who holds him. For instance, if you've just captured Charles (because a beaten-down Austria decided to run him against you with a tiny corps, rather than risk being left with Mack and John until 1810, Fiasco, or an additional 8 PP) you can't prevent him from becoming available immediately after you make peace unless you first release him.

Even if you release a POW (perhaps an option for a -really- beaten-down foe where even a good leader might not remove the need for an unconditional), he's not actually available for reinforcement or exile until the -next- month -- meaning that if you captured after your Land Combat phase, it's not an economic-phase month, and there was no opportunity to release him until the next Diplomacy Phase... you can't select him for exile until the month afterwards. Just tested this by releasing a prisoner during an economic phase -- still not available on diplomatic-reaction screen.

I haven't checked to see whether the same can't-exile also holds for wounded leaders, but it wouldn't surprise me, since it's likely going by presence + availability date (must be on board, or must be immediately placeable) regardless of reason for the lack-of-availability. Seems a bit odd that Great Britain couldn't demand that Napoleon be exiled if the latter is recovering in a hospital, or is in a British prison.



Wasteful purchases --

If during an economic phase you "purchase" a presently unplaced leader who actually doesn't need to be purchased, because he's already available w/ no interfering exiles, wounds, et al -- you still pay $1. This is minor (unless you're Turkey...) but is silly, because you're paying $1 where the fair price is $0.

I don't believe you have to purchase leaders in any phase. as long as the counter is available, you can place it.  If clicking on a leader in the econ phase is costing you $1, thats a bug.

Leaders have never cost money to purchase.

Confirmed bug. The program is charging a player who erroneously attempts to purchase a leader. Thanks.

Just tested something in a GB/FR hotseat.

January --
Set GB's conditions to incl. 'Remove Napoleon'.
Removed Napoleon during Fr reinf phase.
'Remove Napoleon' condition is removed from GB's list (checked during Naval).

February -
GB cannot yet 'remove napoleon' during Diplo phase in case of FR uncon.
Napoleon eligible for placement during reinf phase.  Declined.
GB still cannot insist on exile even after complete reinforcement phase (when Napoleon was returnable without penalty).


Upshot -- if you're planning an unconditional with leaders you might not want to have exiled, and which the other side -would-, and you're in the reinforcement phase, and they're not besieged, you can prevent them from being exiled w/o any additional PP penalty for losing a battle and getting them taken prisoner.  If you're already in the land phase, you can still attempt to have them taken prisoner.
