Napoleon not truly returned?

According to the log, Prussia captured Napoleon in Mar 1807, and released him in May 1808 or so.
It's May 1809, France has been at continuous war throughout that period, and Napoleon doesn't seem to be on the board, to have participated in any battles since his 'release', nor to have been exiled. Massena also doesn't seem around. Is there a bug in leader release if it's part of multilateral deal? (Prussia was conditionally surrendering to both Austria and France at the time; could they have been released by mistake into the tender care of Austria?
). I've seen leaders been returned to the board immediately after 1:1 peace deals (the AI tends not to keep leaders in reserve, even bad ones, I believe), so perhaps the simultaneity thing is an issue here.
